The short answer

These are the online casinos we compare for New Zealand players, in our recommended order, each with its welcome offer and key terms. None of them holds a New Zealand licence, because no online casino does yet: they're run from overseas and licensed elsewhere, so New Zealand's player protections don't apply. The Online Casino Gambling Act 2026 came into force on 1 May 2026. From 1 December 2026, only online casinos that have applied for a licence may keep serving people in New Zealand, and the Department of Internal Affairs (DIA) expects to start granting licences from early 2027. You must be 18 or older. This is general information, not legal advice.

What's changing for online casino players

Before the new Act, online casinos run from overseas could take players in New Zealand, but none was licensed here, and advertising them was already banned under the Gambling Act 2003. The Online Casino Gambling Act 2026 sets up a licensing system run by the DIA, caps the market at 15 licences, and gives the DIA new powers against unlicensed sites and their ads.

  • For now, little changes. Online casinos that were serving New Zealanders on 1 May 2026 can carry on until 1 December 2026, but they must not advertise to you. No new online casinos may enter the market.
  • From 1 December 2026, only operators that have applied for a licence can keep serving people in New Zealand, without advertising, while the DIA assesses them. All other online casinos must leave the New Zealand market.
  • From early 2027, the DIA expects to start granting licences. Licensed casinos must check you're 18 or over, offer limits on time, deposits and spend, let you exclude yourself, and must not let you gamble on credit.
  • Unlicensed sites don't give you these protections. The DIA says online casino gambling stays unregulated until the licensed market is set up, so there is no guarantee of player safety.

How to tell a licensed online casino

No online casino is licensed in New Zealand yet. Once the DIA starts granting licences, you'll be able to check in three ways:

  1. The DIA's public register. The Act requires the DIA to keep a public register online, showing each operator's gambling platform and whether each licence is current, suspended, cancelled, surrendered or expired. Open it from the DIA's own website, not from a link on a casino site.
  2. The registration icon. Licensed casinos must show a registration icon on their site or app and in their visual ads, and play a registration audio mark in audio ads. A site without a licence must not display it.
  3. Age and ID checks. A licensed casino must verify your identity and check that you're at least 18 before your account is activated.

Until then, treat any site that claims a New Zealand online casino licence as a warning sign. Winning a place at the licence auction isn't a licence. There's more on which online casinos will be licensed.

If you already use an offshore online casino

  • The rules target operators, not players. The DIA says it's legal for New Zealanders to gamble with the offshore casinos allowed to operate during the transition. The Act's bans apply to people who run or advertise unlicensed online casinos.
  • You have no New Zealand protections there. Offshore casinos in the transition aren't bound by the regulations on harm minimisation, consumer protection and advertising. The DIA says that if you use an unlicensed platform, you won't have the same player protections.
  • Plan for 1 December 2026. Casinos that haven't applied for a licence must stop serving New Zealand by then. The DIA isn't publishing which brands applicants will run, so ask your casino directly, and withdraw any balance you want to keep in good time.
  • Online casino ads aimed at New Zealand are unlawful. No online casino may advertise to people in New Zealand until it's licensed. You can report an ad to the DIA at onlinegambling@dia.govt.nz.

About the casinos on this list

Every casino we list for New Zealand is run from overseas. None holds a New Zealand licence, and none of the companies behind them is among the 11 that won the right to apply for one. That means New Zealand's rules on harm minimisation and consumer protection don't cover you there, and a dispute would go to the overseas regulator. From 1 December 2026, online casinos that haven't applied for a licence must stop serving people in New Zealand, and we'll update this list as that happens. Casino Reach is paid by the casinos we list, as we explain in how we make money.

Questions people ask

Is online casino gambling legal in New Zealand?

The Online Casino Gambling Act 2026 sets up licensed online casinos, but none is licensed yet. The DIA says it's legal for New Zealanders to gamble with the offshore casinos allowed to keep operating during the transition, though that gambling is unregulated. Advertising unlicensed online casinos is unlawful. Online sports and racing betting is separate: only TAB NZ may offer it. This is general information, not legal advice.

Are any online casinos licensed in New Zealand?

Not yet. The DIA auctioned the right to apply for the 15 licences, and on 13 October 2026 it named 11 entities that won. Each must now pass a full application and assessment, and winning the auction doesn't guarantee a licence. The DIA expects to start granting licences from early 2027.

What happens on 1 December 2026?

Online casinos that haven't applied for a licence must stop offering online casino gambling to people in New Zealand. Those that have applied, and were already serving New Zealanders on 1 May 2026, can keep operating without advertising until the DIA decides, and no later than 1 June 2027. It also becomes an offence to gamble online on behalf of someone under 18.

How old do you have to be to gamble at an online casino in New Zealand?

18. The Act requires online casino operators to take all reasonable steps to make sure players are at least 18, and the regulations require licensed casinos to verify your age and identity. Land-based casinos are different: under the Gambling Act 2003, you must be 20 to gamble in a casino.

How will I know if an online casino is licensed?

Once licences are granted, check the DIA's public register, which you can reach from the DIA's own website. Licensed casinos must also show a registration icon on their site and in their ads, and sites without a licence must not use it. Until the DIA grants the first licences, no online casino can truthfully claim a New Zealand licence.

Are the casinos on this list licensed in New Zealand?

No. No online casino holds a New Zealand licence yet; the DIA expects to grant the first licences from early 2027. The casinos we list are licensed overseas, so New Zealand's player protections don't apply to them. From 1 December 2026, casinos that haven't applied for a licence must stop serving people in New Zealand.

Where can I get help with gambling in New Zealand?

Call the Gambling Helpline on 0800 654 655 or text 8006, at any time. You can call about your own gambling or someone else's. There are also Māori, Pasifika, youth, debt and Asian helplines, listed on our gambling help page.
